FOR IMMEDIATE RELEASE Orie Introduces Bill Aimed at Highmark/UPMC DisputeSenator Jane C. Orie (R-40) has introduced legislation that would amend Pennsylvania’s Insurance Code by prohibiting insurance companies from discriminating against any qualified physician or facility that is willing to accept the insurer’s standard fee and other terms of its contracts. Dubbed the "Any Willing Provider" Act, Senate Bill 1409 would ensure that if a health care provider is willing to accept the standard terms/reimbursement from an insurance company, such as UPMC or Highmark, a patient could obtain their services. "I am troubled by the squabble between UPMC and Highmark and the affect it could have throughout our region," said Sen. Orie. "The Senate Banking and Insurance Committee has held several hearings to review the issue. Oftentimes, the consumer’s voice is drowned out amidst such high-profile squabbles. As such, this legislation addresses the situation directly at the consumer level, ensuring their protection. To date, over 1,300 petitions have been signed by citizens in support of this legislation.
