Sen. Orie Statement on IRRC Approval of Graduation Tests
Today, the Pennsylvania Independent Regulatory Review Commission (IRRC) held
a meeting to consider the Rendell Administration's final-form regulation
(#6-312), initially called Graduation Competency Assessments and now the
Keystone Exams. IRRC voted to approve the regulation. The following is Senator
Orie's statement in response to the vote:
"While I am certainly disappointed in the Commission's decision, I will
continue to work in my capacity as a State Senator to have my many concerns
addressed as the regulations are implemented. It is also my hope that the next
administration will take a fresh look at this issue to achieve real consensus on
this issue.
While I have and will continue to support high academic standards and
accountability, one-size fits all high-stakes graduation tests are not the
silver bullet to improving public education. We have enough testing to
determine what is and is not working -- the Commonwealth should be providing the
tools and indeed the leeway for schools to reach the benchmarks."
